Job Responsibilities

Under direction of the Division Chief, plans, directs and coordinates all state disaster planning under Emergency Support Function 8 (ESF 8), including natural or man-made disaster associated with Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) devices. Serves as senior planning liaison on statewide plans that affect the division, office and department. Oversees the state s medical volunteer management program. Serves as supervisor.

  1. Develops and implements a continual assessment of the status of plan development at the local and state level, ensuring the state has a base ESF 8 plan that aligns with the Illinois Emergency Operations Plan (IEOP) and county emergency operations plans. Develops and maintains the state ESF 8 plan and all appendices for specific hazards identified in the state s Hazard Vulnerability Assessment (HVA). Coordinates and develops Standard Operating Guidelines (SOG) and Standard Operating Procedures (SOP) needed to implements the state ESF 8 plan and annexes.
  2. Serves as the senior planning liaison with the Illinois Emergency Management Agency (IEMA), local emergency management agencies, hospitals, Local Health Departments (LHD), and other offices within the Department on statewide plans that affect the division, office and the department. Ensures appropriate staffing of the State Strategic Planning Cell, as requested by IEMA.
  3. Serves as working supervisor; assigns and reviews work; provides guidance and training to assigned staff; counsels staff regarding work performance; reassigns staff to meet day-to-day operating needs; establishes annual goals and objectives; approves time off; prepares and signs performance evaluations.
  4. Oversees the state s medical volunteer management program, ensuring that the federal Emergency System for Advanced Registration of Volunteer Healthcare Professionals (ESAR-VHP) and the Medical Reserve Corps (MRC) programs are seamlessly integrated into volunteer recruitment, organization, training and deployment.
  5. Travels to attend and volunteer management meetings at the federal, state and local level to ensure that planning and volunteer management efforts are seamlessly integrated with those of local, state and federal response partners.

Minimum Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in public health. Requires prior experience equivalent to three years of progressively responsible administrative experience in public health.
  • Prefers experience in preparedness planning and/or chemical stockpile emergency preparedness.
  • Requires experience with coordination of communications during state disaster operations.
  • Prefers experience in emergency preparedness planning.
  • Requires ability to travel and a valid Illinois driver s license.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster.
