PROGRAM ANALYST (Title 5)

As a PROGRAM ANALYST (Title 5), GS-0343-9, you will perform technical, life-cycle, trends, and cost-benefit analysis, and develop information plans and programs. Receive information and requirements from the various divisions/branches within the organization. Prepare the state Information Support Plan and coordinate with the National Guard Bureau to update and make changes to the plan as required. Review agency information support plans and data for accuracy. Conduct trend, cost, and life cycle analysis of agency data and support plans prior to submission. Perform budget management functions for current and past budget year. Prepare management reports and provide funding status of assigned programs. Prepare validation documents and validate documents for fiscal law compliance. Create reservations, track transactions, and review obligations and purchase documents. Conduct internal budget meetings and prepare reports for agency Program Budget Advisory Council meetings. Coordinate disbursements and reconcile unliquidated transactions according to agency rules and regulations. Conduct audits of assessable programs, review findings, prepare reports and corrective action plans and monitor noted deficiencies. Analyze new or proposed regulations, legislation, or operating procedures for impact on the information programs and operations mission. Develop regulatory and policy documents for the organization. Reconcile account activity, renew agreements, and perform year-end close out functions. Create obligation documents, receive and review statements, resolve billing and payment disputes. Provide administrative support to the division to include, but not limited to, scheduling meetings, conferences, and travel, preparing briefings and reports, and conducting research and analysis. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. SPECIALIZED
Experience:
GS-09 Level - Must have at least one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation, Program Analyst, in the organization. Examples of specialized experience would typically include, but are not limited to:
developing information plans and programs for an organization; managing information assigned information programs; analyze proposed changes to determine program impacts; determine resource requirements for assigned programs; and perform budget management functions and administrative actions for an organization. This definition of specialized experience is typical of work performed at the GS-07 grade/level position or equivalent in the federal service. OR Education Substitute:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, or equivalent graduate degree (LL.B. or J.D.), if related. NOTE:

You may meet the qualifications requirement for this position by combining your specialized experience and appropriate graduate level education according to the following formula:
(a) your total months of full time specialized experience as a percentage of a 12 month total; PLUS (b) your total number of qualifying graduate semester or quarter hours as a percentage of one year of graduate study. The total of the two percentages must equal at least 100 percent. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
