RESOURCE MANAGER (Title 32)

As an RESOURCE MANAGER (Title 32), GS-0501-12, you will accomplish management and financial administration of programs under the control of CFMO. Major Duties - This is NOT an all-inclusive list:
Develop internal controls and monitor programs to ensure state priorities and mission objectives are achieved. Maintain liaison with Federal, state, and local budget activities and conduct multi-level coordination with, but not limited to state, Federal, local and private officials. Develop and oversee the real property operations and maintenance cost reimbursement program and ensure that services provided are recovered and accounted for. Oversee and perform program analysis, including planning, programming, budgeting, funds allocation, procurement, accounts management, internal controls, and reporting. Ensure identification of budget requirements and approve final submission of financial plans and budget requests. Develop standard operating procedures for use of operating funds to ensure propriety of expenditures and funding obligations. Compile fiscal funding reports and advise superiors of funding status and projected funding availability via briefings and/or written updates. Provide expert guidance in the development and preparation of budget submissions, execution, and closeout. Review, edit, and consolidate annual and multi-year budgets and proposals for programs into consolidated budget submissions, grant proposals, and other funding requests. Ensure that data in requests are formally and accurately documents. Analyze and interpret historical information and determine cost-factors for negotiated agreements. Provide technical advice, review final drafts prior to execution, and manage financial execution of negotiated agreements. Provide managerial accounting data to organization personnel to assist in the identification of cost trends that may have extreme positive and negative impacts upon a funding situation. Administer, plan, coordinate, and direct the activities of subordinate personnel. Perform a full scope of supervisory personnel functions including the assignment of duties. Participate in the interview process and selection of employees, schedule and approve leave, ensure indoctrination of new employees. Provide training, evaluate performance, initiate actions to upgrade positions and resolve disciplinary problems. Establish shift schedules and assign personnel based on workload to ensure adequate coverage of operations. Military Grades:

Experience:
You must possess fundamental working experiences with a validated understanding of the basic principles and concepts of this occupational series and grade; provide analytical reasoning in the identification, analysis, and evaluation of financial issues and developing alternative solutions; perform work that follows established methods and procedures; uses practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment? All series personnel's performance levels are validated at the next higher level before being eligible for promotion consideration to the GS-0501 graded-position. SPECIALIZED
Experience:
You must possess specialized experience and training for the GS-12 Level, which includes 24 months of experience in the areas of broadening finance, resource management, accounting and/or audit program experience in leading, planning and scheduling program work that promotes smooth flow and even distribution of assigning work requirements; addressing employee performance issues; endorsements on mentorship competencies that were provided to employees; supervisory experiences that included improved training applications for career development; working knowledge of equal employment and affirmative action programs; successfully completed all academic education requirements; planning, programming, budgeting, and executing regulations (DOD, DA, NGB, state, local, and other federal), guidelines, and processes; execution of NGB and state programs to ensure adherence to statutes; comprehensive knowledge of NGB and state goals, objectives, and priorities; identification, analysis, and resolution of a range of budgetary problems associated with program execution; analytical reasoning in the identification, analysis, and evaluation of budgetary problems for the development of alternative solutions that resolved conflicting goals and objectives; format and composition of financial documentation to support all budget processes; and using public laws that govern multiple ARNG and state program appropriations; state and Federal accounting systems that administer CFMO programs. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
