MATERIALS EXAMINER AND IDENTIFIER (HAZMAT) (Title 32)

As an MATERIALS EXAMINER AND IDENTIFIER (HAZMAT) (Title 32), WG-6912-7, you will identify, examine and classify materiel and equipment and make final determinations on acceptance and disposition of standardized and complex equipment and materiel using shipping documents, contracts, catalogs, drawings, and related documents. Major Duties - This is NOT an all-inclusive list:
Identifies, receives, sorts, counts, classifies and handles hazardous materials in the USPFO storage areas. Performs pre-receipt examination of property on site at the generation point and assures that the turn-in and shipping is in order, that the containers meet standards are placarded and marked properly. Schedules the receipt of property and assures that the property is identified to include identification of all contaminants. Rejects property not meeting turn-in requirements and assists the turn-in activity to correct any rejections and determines the nature and degree of the particular hazards involved. Determines if containers are Department of Transportation (DOT) approved, safe to handle, non-leaking, capable of withstanding routine handling, and safe for required periods of storage. Assures that storage compatibility is adhered. Determines the need for special handling/specials storage of certain property (e.g. friable asbestos, batteries, pesticides, etc.). Performs complex searches of shipping and storage records, material specifications, vendor contracts and computer data for material specifications and advises non-trained personnel on specialized procedures. Insures the safe receipt, storage and movement of hazardous and toxic materials and substances such as ammunition, explosives, chemicals, or radioactive materials in accordance with facility and regulatory requirements. Responsible to identify, collect, process and consolidate hazardous waste in preparation for disposal. Receives or rejects materiel, equipment, including non-standard equipment, and complex assemblies for the facility based on their knowledge of products, equipment, and procedures as well as having the ability to determine subtle and inconspicuous defects. Determines acceptance, serviceability and distribution requirements for perishable, classified, precious metals, textiles, clothing, complex electronic/mechanical equipment, assemblies and components. Performs as primary custodian for any assigned equipment and/or Special Purpose Recoverable Accounts Maintenance (SPRAM). AREA OF CONSIDERATION:
The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens Military Grades:

Experience:
Experience or training which demonstrates the ability to distinguish between closely related or similar items, ability to follow procedures, ability to sort materials by type, and skill in the use of hand tools. SPECIALIZED
Experience:
WG-07 Level - Must have at least 12 months of experience or training identifying and sorting a variety of complex materials and equipment. Experience receiving materials and equipment, recording, and placing items in proper storage areas. Experience preparing all items for shipment using appropriate agency instructions. Experience in mathematical equations. Experience interpreting and using Federal Supply Catalogs, military and manufacturing catalogs, and technical and agency manuals. Experience using and operating forklifts and motor vehicles. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
