PUBLIC AFFAIRS SPECIALIST (Title 5)

As a PUBLIC AFFAIRS SPECIALIST (Title 5), GS-1035-9, you will collect, assemble, prepare, and disseminate information concerning the various activities of an organization. Develop news releases and feature articles describing sponsored activities or events, and presentation ceremonies. Distribute news releases and articles to local and national print and broadcast media representatives. Respond orally and in writing to requests for information from internal and external audiences. Determine the sensitivity of data requested and if data is determined to be sensitive or controversial. Coordinate data releases with a senior Public Affairs Specialist. Evaluate local media programming on events, activities, or communication campaigns to identify potential public relation issues with message content or format. Identify issues and advise management on potential causes of the problems and forward suggestions for resolving them. Gather data on public reaction to communication campaigns for analyses and evaluation. Draw the appropriate conclusions from collected data and submit and develop and submit recommendations for improving future campaigns. Prepare and disseminate news releases and feature articles to the media for print. Select and incorporate photographs and film footage into media releases or articles to visually enhance the message with viewers. Consult with the pertinent program specialist to obtain the latest information for use in news releases, radio spots, print articles, meetings and electronic broadcasts. Develop semi-technical written materials to educate a specific audience on the nature and purpose of the organization's programs, policies, and practices. Develop positive working relationships with state and local government personnel, community and special interest groups, or individuals desiring input on policy, practices, or programs. Use interpersonal communication skills to conduct interviews for gathering data on assignments. This is NOT an all-inclusive list of duties. GENERAL

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

Experience:
GS-09 LEVEL - You must have one year of specialized experience equivalent to at least the next lower grade, GS-07, in the Federal service in the normal line of progression for the occupation, PUBLIC AFFAIRS SPECIALIST. Examples of specialized experience would typically include, but are not limited to:
collecting, assembling, preparing, and disseminating information concerning various activities of an organization; developing news releases and feature articles describing sponsored activities or events; responding orally and in writing to requests for information; evaluating local media programming on events, activities, or communication campaigns to identify potential public relation issues with message content or format; preparing and disseminating news releases and feature articles to the media for print; and developing semi-technical written materials to educate a specific audience. This definition of specialized experience is typical of work performed at the GS-07 grade/level position or equivalent in the federal service. OR EDUCATION:

To qualify based on education for the GS-09 level, you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. You may meet the qualifications requirement for this position by combining your specialized experience and appropriate graduate level education according to the following formula:
(a) your total months of full time specialized experience as a percentage of a 12 month total; PLUS (b) your total number of qualifying graduate semester or quarter hours as a percentage of one year of graduate study. The total of the two percentages must equal at least 100 percent. (Note:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The check will bounce and the victim is left responsible.
