PUBLIC AFFAIRS SPECIALIST (Title 5)

As a PUBLIC AFFAIRS SPECIALIST (Title 5), GS-1035-11, you will assist in the formulation of long-range plans and policies to enhance public understanding, support, and acceptance of Public Affairs programs and/or activities. Research and develop informational materials and complete communication campaigns for release to audiences through electronic and newspaper media. Prepare materials that explain and/or describe the organizational mission, policies, and programs to ensure compliance with all regulatory requirements. Prepare written materials to include, but not limited to, news releases, display advertisements, fact sheets, feature stories, background statements, and special reports. Coordinate the analysis of response data on communication campaign effectiveness with program managers. Respond to media requests for information of both a routine and controversial nature. Prepare or assemble information kits and edit informational materials drafted by subordinate public affairs specialists. Release photographs and/or feature stories to the news media. Coordinate media interviews with subject matter experts and arrange photographic and electronic media coverage of newsworthy events. Maintain close working relationships with officials of various civic, media, and community groups and Department of Defense personnel, as well as state and national government officials. Provide training on program policies, practices, and processes. Coordinate and evaluate the effectiveness of training and training materials, and develop recommendations for program enhancement. Review all press releases, feature stories, background statements, and special reports prior to their release to the media. Create new or adapt and/or modify accepted communication campaign formats to reach a target audience with a specific message. Select communication campaign formats based on an analysis of targeted audience demographics and message content. Collect data in response to implemented campaigns to gather information to assess campaign effectiveness in reaching targeted audience. In the event campaign results do not meet expectations, communicate with the appropriate personnel to identify issues of concern and develop alternatives for future campaigns. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

Experience:
GS-11 - You must have one year of specialized experience equivalent to at least the next lower grade, GS-09, in the Federal service in the normal line of progression for the occupation, PUBLIC AFFAIRS SPECIALIST. Examples of specialized experience would typically include, but are not limited to:
assisting the Public Affairs Officer at the strategic and operational level; developing segments of more complicated or sensitive communications campaigns; assisting with the formulation of long-range plans and policies to enhance public understanding and support of sponsored programs; researching and developing informational materials and completing communication campaigns through electronic and newspaper media; responding to media requests for information; preparing and assembling information kits; and creating new or adapting and modifying existing communication formats to reach target audiences. This definition of specialized experience is typical of work performed at the GS-07 grade/level position or equivalent in the federal service. OR EDUCATION:

To qualify based on education for the GS-11 level, you must have a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. Experience:
Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
