FACILITY OPERATIONS SPECIALIST (Title 32)

As an FACILITY OPERATIONS SPECIALIST (Title 32), GS-1640-7/9, you will provide technical and administrative support work in operating and maintaining buildings, grounds, and other facilities, to the Planning and Programming Branch. Major Duties - This is NOT an all-inclusive list:
Ensure that the state meets Department of Defense (DoD), Army, and state standards for master planning. Assist in development of the state Army National Guard (ARNG) long-range plan to structure and prioritize the number, size, content, and potential mix of ARNG installations and facilities to support current and projected force structure. Provide input for the planning and developing of long-term real property acquisition, development, and construction projects for the state. Assist the branch chief in the short, mid, and long term planning of ARNG facility resources. Coordinate with a variety of agencies, both internal and external, on issues pertinent to planning for ARNG installations and facility management. Assist the Master Planner in developing, maintaining and managing the CFMO input to the Long Range Construction Plan (LRCP), Capital Development Board (CDB) Future Year Budget Request, and the Military Construction, National Guard (MCNG) program as it pertains to the state ARNG Master Plan. Work with other planning/programming activities (i.e. State Planning Board and Joint Page 2 of 37/20/2020 9:
54 EDTService Reserve Component Facility Board (JSRCFB) in identifying requirements and facility shortfalls. Confer with design/utilities personnel and firms in utility studies to determine status of utility systems and land use to ascertain their capabilities to support future development and generates project listings to support those requirements. Ensure all MCNG/Un Specified Minor Construction (UMI) projects are coordinated with historical and environmental personnel as required. Ensure all plans/decisions developed by other state ARNG staff elements adhere to and take into account Real Property Master Plan (RPMP) vision and focus. Research, draft, maintain, and coordinate the state's Military Construction (MILCON), UMI, and Facility Program (FP) program documents. Develop project scope, prepare project estimates, drafts economic analyses, and draft programming documents. Recommend location and sitting of facilities, identify and/or recommend appropriate funding sources, and submit proposed projects to appropriate authority for final approval and funding authorization. Assist in the preparation and submission of the annual Installation Status Report (ISR) Part I. Develop, coordinate, program, and budget for construction, maintenance and repair projects for ARNG facilities. Ensure work is in compliance with governing federal, state and local laws and ARNG policies, procedures and guidelines. Maintain close liaison with senior ARNG commanders and directorates, state and local government authorities, Corps of Engineers and the National Guard Bureau. AREA OF CONSIDERATION:
The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades:

Experience:
Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED
Experience:
GS-09 Level - Must have at least 24 months experience, education or training which demonstrates the knowledge of, and skill in applying, principles, concepts, and methods of equipment, facility, or service operations sufficient to:
design projects that have applicable precedents or plan approaches to perform assignments using well-established occupational methods, techniques, processes, and precedents. GS-07 Level - Must have at least 12 months experience, education or training which demonstrates the knowledge of, and skill in applying, commonly used equipment, facility, or service principles and concepts sufficient to obtain on-the-job experience with equipment, facilities, or services; and develop familiarity and proficiency in performing highly structured assignments under strictly controlled situations.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
