SUPERVISORY FACILITY DESIGN & PROJECT MANAGEMENT SPECIALIST (Title 5)

As a SUPERVISORY FACILITY DESIGN & PROJECT MANAGEMENT SPECIALIST (Title 5), GS-1601-12, you will manage, program, and execute major and minor construction and renovation projects in a geographically separated area. Oversee the project management of all construction and renovation projects. Exercise supervisory personnel management responsibilities. Advise and provide counsel to employees regarding policies, procedures, and directives of management. Select or recommend selection of candidates for vacancies, promotions, details, reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Identify employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improved job performance. Administer, coordinate, and verify design work and projects performed by architect and engineering firms, characterized by large funding costs and long duration times. Prepare design scopes of work that reference National Guard Bureau criteria and establish standards for project design. Review, accept, and/or amend work by architecture and engineering firms and rejecting work not meeting established payment. Propose new policies and methods to meet unique mission requirements and develop new methods, as required. Manage the bidding process and recommend award of construction contract to responsive bidder according to established guidelines. Review contractors' description of material and equipment for acceptability subsequent to contract award. Review and approve shop drawings, work and material schedules, assist in coordinating construction and renovation activities, review contractors' cost breakdown, and provide advice on proposed contract substitutions and/or deviations from contracts. Administer, coordinate, and verify construction work and projects performed by contractors and facility users. Coordinate change orders, approvals, and availability of funds for projects. Conduct substantial and final completion inspections and verify expenditure of appropriated Federal and state funds. Coordinate initial start-up and movement of users into new facilities. Resolve disputes between contractors and maintenance personnel that arise during the warranty period and assign responsibility for repair work. Prepare and conduct briefings for all levels of government. Provide guidance on the development of building environmental, energy, security, and communication systems both for programmed new construction and for retrofit of existing buildings. Prepare initial plans and specifications for alterations and repairs. Determine the initial scope of minor and reoccurring construction projects through coordination and consultation with other agencies. Identify and/or recommend appropriate funding sources. Review and process programming documents to include project booklets, initial cost estimates for construction, maintenance, or facilities repair projects and development of project booklets. Review historical maintenance data and write reports to explain technical difficulties in upgrading facilities and recommend useable solutions to meet mission requirements. Assist facility managers in determining safe, effective, and economical use and operation of organizational facilities. Act as a project manager for delegated armory improvement design and construction projects. Coordinate with appropriate state agencies to obtain required approvals and permits for construction projects. This is NOT an all-inclusive list of duties. GENERAL

Experience:
GS-12 Level - You must have one year of specialized experience equivalent to at least the next lower grade, GS-11, in the Federal service in the normal line of progression for the occupation, SUPERVISORY FACILITY DESIGN & PROJECT MANAGEMENT SPECIALIST. Examples of specialized experience would typically include, but are not limited to:
managing, programming, and executing major and minor construction and renovation projects on time and within budget; exercising supervisory personnel management responsibilities; administering, coordinating, and verifying design work and projects performed by architect and engineering firms; reviewing and approving shop drawings and work and material schedules; conducting substantial and final completion inspections on projects and verifying expenditure of appropriated Federal and state funds; and providing guidance on the development of building environmental, energy, security, and communication systems for new construction and renovation projects. This definition of specialized experience is typical of work performed at the GS-11 grade/level position or equivalent in the federal service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
