Answer all questions thoroughly-DO NOT STATE SEE RESUME Job OverviewThe Illinois Environmental Protection Agency (IEPA), Bureau of Water (BOW), Water Pollution Control, Water Quality Standards Section, is seeking to hire an Environmental Protection Specialist I.
This position observes, assists, and participates in routine duties related to the Water Quality Standards Section.
The ideal candidate will assist higher level staff in drawing conclusions that ultimately lead to preliminary recommendations for approval or denial of permits, variances, or standards.
The position will also assist higher level staff in the interpretation of environmental laws and regulations, prepare documents and reports for the development of water quality standards for the protection of aquatic life and human health uses, and assist with recommendations to the Illinois Pollution Control Board.

Job Responsibilities25% 1.
Assists higher level staff in developing and preparing technical and scientific water quality standards recommendations for adoption by the Illinois Pollution Control Board (IPCB) with the Water Quality Standards Section, Division of Water Pollution Control (WPC), Bureau of Water (BOW); Assists in developing and preparing routine technical and scientific water quality standards recommendations for adoption by the Illinois Pollution Control Board (IPCB) and developing water quality criteria in accordance with the IPCB regulations.
Assists in conducting routine recreational use assessments for small streams receiving treated sewage effluent for purposes of granting disinfection exemptions or variances from bacteria standards.
Assists in reviewing and preparing recommendations for Time-Limited Water Quality Standards and other petitions before the IPCB.
Performs literature research obtain and compile pertinent toxicity test results for aquatic life, human health and wildlife.
Drafts justification documents for the IPCB to explain the methods utilized in water quality standards development.
Attends and participates in workgroups and IPCB rulemaking hearings.
Drafts responses to routine questions posed to the Agency during the public hearing process.
Keeps abreast of contaminants of emerging concern.

Observes and participates in conducting antidegradation review of new or modified National Pollutant Discharge Elimination System (NPDES) permitted discharges or Section 401 water quality certifications; Prepares for Section Manager's close review memo to provide assessment of proposed projects compliance/non-compliance with the antidegradation regulations.
Assists and responds to comments on the antidegradation assessment raised during the public notice process for the NPDES permit or water quality certification.
Attends and participates in public hearings related to antidegradation review/regulations.

Assists higher level staff in working closely with Water Permit Section staff to provide information for the issuance of new, modified, and renewed NPDES permits; Assists in providing routine stream/lake and water quality standard information to the Water Permit Section, other Agency personnel, and outside entities.
Assists in reviewing routine effluent data to determine if water quality based effluent limits are needed for NPDES permits.
Assists higher level staff in utilizing site-specific data to calculate water quality standards.
Assists higher level staff in performing mixing zone calculations.
Attends and participates in public hearings related to NPDES permits.

Observes and assists higher level staff in evaluating results of Whole Effluent Toxicity (WET) testing conducted on discharges from NPDES facilities; Participates in interpreting test methods and test results for compliance/non-compliance.
Assists in developing monitoring/permit limits for WET.
Assists in developing study plans for indigenous organisms of concern.
Utilizes the results from toxicity identification evaluation (TIE) procedures, assists in identifying unknown toxics and aiding NPDES facilities in toxicity reduction.
Assists in providing written review and recommendation on WET to the Water Pollution Permit Section.

Participates in the review of chemical additives requests from NPDES permitted facilities for maintenance of industrial and municipal treatment works; Assists higher level staff in evaluating potential toxicity to aquatic life and/or human health.
Assists in determining potential for degradation and other means of toxicity mitigation prior to discharge.
Assists in evaluating composition of product formulations to determine pollutant loadings associated with product usage.
Submitting recommendations for approval/disapproval and relaying information to the Water Pollution Permit Section.
Maintains an ongoing list of additives detailing the acceptability of chemicals or specific product formulations in regard to toxicity or pollutant loadings.

Observes and participates in special biological and water chemistry field studies designed to validate new methods or develop new implementation regulations; Conducts activities that utilize heavy sampling equipment (e.

Attends and participates in workshops, conferences and meetings with the United States Environmental Protection Agency (USEPA) and other governmental agencies to review and discuss the current science behind water quality standards.
Travels in performance of duties.

Observes and participates in the review of Nutrient Assessment and Reduction Plans (NARPs); Assists higher level staff in evaluating NARPs submitted by NPDES permittees.
Assists higher level staff in drafting recommendations for approval/disapproval of the NARPs submitted by NPDES permittees.

Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications Requires the knowledge, skill and mental development equivalent to the completion of four years of college with coursework in the physical, life or environmental sciences and requires either:
one year of professional experience in pollution abatement or a related field, or completion of an agency approved training program.
-OR- Requires a master's degree with coursework in the physical, life, or environmental sciences.
Specialized SkillsOf the one-year experience required, requires one year of experience in gathering, analyzing and interpreting water quality and/or toxicity data.
Preferred Qualifications (In Order of Significance) Prefers one year of experience in gathering, analyzing and interpreting water quality and/or toxicity data.
Prefers a bachelor's degree in Aquatic Biology, Toxicology, Fisheries Biology, Zoology or related field.
Prefers coursework (18 - 20 semester hours) in ecology, toxicology, limnology or related environmental science field.
Prefers knowledge of state laws, rules and regulations as pertaining to environmental protection or pollution abatement.
Prefers ability to interpret pertinent state laws, rules, regulations, policies, or procedures of the agency to individuals and municipal bodies.
Prefers ability to review and summarize technical and scientific reports.
Prefers ability to locate and review the scientific data of effluent monitoring results, facility plans, and other environmental results to ensure compliance with the water quality standards.
Prefers ability to establish and maintain working relationships with municipal officials, facility operators and owners, plant managers, or their representatives.
Prefers the ability to utilize a personal computer with knowledge of Microsoft Word, Access, and Excel Software.
Prefers the ability to operate field equipment such as a camera, dissolved oxygen testing and monitoring equipment, Hach field kit, and real time analyzer.
